Exceptional Education at the Heart of the Community

Regional Leadership

The Oasis Community Learning (OCL) family of academies are split into four regions of England – London and the South East, the Midlands, the South West and the North.

Each academy ensures local governance through an Academy Council, whilst national governance is delivered through the OCL National Office, and Regional Directors (RDs).

Each region is supported by at least one RD who is accountable to the CEO of OCL, and accountable for the Principals of academies in their region.

The job of a Regional Director is to:

  • Oversee regional delivery of education, including standards and leadership as well as performance outcomes
  • Ensure professional governance across all academies in their region
  • Monitor academy budgets and escalations
  • Monitor and escalate high risk HR cases, IT services issues, property and estates, new business and capital project issues
  • Monitor, audit and intervene on safeguarding issues and health and safety issues

The Regional Director for academies within the South Coast region is Phil Humphreys

Phil Humphreys is an expert educationalist with almost twenty years of experience in education, having led in an OFSTED rated ‘Outstanding’ school in Birmingham where he was the Deputy Headteacher at a time when the school won the TES leadership team of the year.

Phil took over the large Southampton secondary Oasis Academy Mayfield in 2013, he transformed teaching and learning at the school, driving up pupil progress.  Ofsted found the school to be ‘Good’ in all categories in 2016.  Appointed Executive Principal and subsequently Deputy Regional Director, Phil took responsibility for Oasis Academy Lord’s Hill, supporting staff development and raising student attainment, developing a strong culture of collaboration.

He has led school to school support both within his region and further afield working with Southampton Local authority and the regional schools commissioner for the South West.

Phil has passion and vision not only for the young people of South Coast, but also for the wider community and is active in the work Oasis does to support our pupils and families beyond the classroom.
